While East Asian countries have entered the current crisis substantially better prepared than they were for the 1997 Asian financial crisis, none have been spared the full fury of the global economic storm, says the World Bank's latest six-monthly assessment of the East Asia&Pacific regiong's economic health.In the face of weakening export growth and reduced levels of investment and consumption, the latest East Asia & Pacific Update forecasts that real GDP growth in developing East Asia will slow to 6.7 percent in 2009 from 8.5 percent in 2008. And the GDP growth forecast for East Asia as a whole (that includes all developing economies as well as Korea, Singapore, Hong Kong and Malaysia) will be down to 5.3 percent in 2009 from 7.0 percent this year.The report notes that the downside risks to East Asia are substantial in the near term but highlights that countries will be better positioned to deal with the crisis if they are able to maintain macro economic stability, shift exports to faster growing regions in the world, substitute external with domestic demand, and continue with structural reforms to strengthen competitiveness.World Bank Vice President for the East Asia and Pacific region Mr. Jim Adamsapplauded East Asian governments for their swift and effective policy interventions to avert the worst impacts of the global crisis so far."Thanks to the quick action of policy makers from virtually every EastAsian country, banking systems have been able to deal with the crisis so far and in anumber of countries, economic stimulus packages are being put in place,"Mr.Adams said. "These actions are helping East Asia continue to play a key stabilizing role and act as a growth pole for the global economy."Mr. Adams said despite the global downturn, the World Bank projects that EastAsia will contribute about a third of total global growth in 2008.While sobering in its forecast for 2009, the report states that the countries which have entered this crisis with low debt burdens, surpluses in their fiscal and external current accounts and large external reserves will have the most room to maneuver as the crisis unfolds."Despite the difficult road ahead, those countries that sustain the sound policies pursued thus far and tackle new challenges decisively will be the ones to emerge in a strengthened position when the global economy begins to recover," said Vikram Nehru, the World Bank's Chief Economist for East Asia and the Pacific.The report warns that the regions most vulnerable countries are those with more open capital accounts, large non-resident holdings of equities, and astrong reliance on foreign portfolio investment. Low income countries (Lao PDR,Cambodia, PNG, Timor-Leste, and small island states in the Pacific), on theother hand, have not been affected as much from the financial turbulence because their banking systems are less exposed to global markets, but they too will be impacted by lower commodity export earnings, tourism receipts, and remittances from overseas workers.Poverty rates are likely to fall further in 2009, declining to 10.68 percent for developing East Asia as a whole, compared with the 10.36 percent projected earlier this year. While the number of poor people in the region will continue to decline, an estimated 5.6 million more people would have emerged from poverty next year if not for the slump.* Developing East Asia includes China, Indonesia, the Philippines, Thailand,Vietnam, Cambodia, Lao PDR, Mongolia, Papua New Guinea and the island economies of the Pacific.

Rugby League has to be promoted in all of PNG.

Rugby the game of all has been promoted by the Aussies and Britains ever since started there. However it was known in PNG and other Pacific Islands during pre Independence Period. During those times it was opportunity for only few of our boys like Arebo Tamaku, Taxi , Mea Mora and others to play and make name but never had the opportunity of playing in a NRL club or supper league club.
In comparison today, we have fellows like Stanly Gene, Makali Arzu, and others plus newly recruited bloks like Charlie Wabo, Menzie Yere who will be joining the fellows this years to play and live in England. There are also others playing rugby in NRL clubs and fiter Clubs in Australia .At this stage, rugby league is an opportuinty for PNG in terms of sports to forster national pride in the international arena. I am not saying other sports cannot forster national pride but there is no such opportuinty that is available in rubgy league than to other sports in PNG .

Rugby league is professionalised in Australia, New Zealand, Britain and France and maybe in the future it might be in US, Russia, Japan and etc...Its so interesting, At the recent 2008 world Cup PNG was pooled with the 3 major rugby league powers like Australia, New Zealand and Briatin. There was no exception, they know we can play with them and they had this great confident in our boys who had the natural talents and skills in playing rugby league and they want to know them well.

We have already got very briliant developmental strategies for rugby league and we need to promote it in all over the country. For instance the school boys rugby league , the offseason rugby tournment usually played in local communities and we have this proper seasons and then to intercity. These strategies has to be revived in all parts of PNG and all levels of Government has to take some iniciatives in funding or sponsorship of players so that players can view rugby league as their profession and perform to their best to promote it globally with Australia, Britain and New Zealand.

Reviving Rugby League..

I strongly believe that rugby league is an eye opener for every Papua New Guinean in the Country. As we all know rugby league in the near future will be popular in the world. Right now Britain and Australia are trying to promote it and PNG should be ready in meeting this great opportunity to send players .

So all our leaders from the National to the provincial should take lead in this very sports by providing good sponsorships and other benefits to encourage players.

Jakarta, December 18, 2008 -- The Multi Donor Fund for Aceh and Nias reports that the reconstruction process has progressed, and thatpriorities have shifted from emergency reconstruction to ensuring the sustainability of reconstruction investments and promoting economic development. Four years after the destructive tsunami and earthquake hit Aceh and Nias, the results on the ground show that the recovery of communities, especially housing, is close to completion and that large scale infrastructure needs are being fulfilled. In order to ensure sustainability, the MDF has prioritized its efforts in two areas during 2008: (1) supporting the transition from BRR to local governments, and (2) enhancing the long-term economic development of Aceh and Nias.

“Our investment in institutions does not stop at the BRR and provincial governments, but also reaches as far as the grassroots level, which include strengthening the capacity of civil society organizations in Aceh and Nias,” said Joachim van Amsberg, MDF Co-Chair and World Bank Country Director. “At the district level, the MDF provides grants to integrate bottom-up planning in 19 districts, which includes training of government staff, civil society members, university staff and community representatives.”
A strong partnership has been forged between BRR and the MDF, based on mutual respect, common goals and an understanding of the complexity of the reconstruction environment. This partnership has in itself been a strategic asset of the reconstruction and rehabilitation of Aceh and Nias. With BRR at the helm of the MDF, it leads the course in outlining priorities for strategic and effective utilization of MDF funds to fill critical needs and gaps.
“ MDF opened the way for us to tackle a number of large-scale projects and put in place some critical strategic enablers that would not otherwise have been possible. The enablers have been of particular strategic importance in underpinning program delivery for all our recovery partners, ” said MDFCo-Chair and Chairman of BRR, Kuntoro Mangkusubroto., “ With BRR closing, the transition strategy has been outlined, and now fulfilling this strategy is the task that lies ahead for MDF.”
The Co-Chairs of the Multi Donor Fund for Aceh and Nias are pleased to note that a strategy has been developed for BRR to transfer reconstruction assets and projects to local governments and relevant agencies. The Multi Donor Fund provides assistance to both BRR and the Government of Aceh and North Sumatra to ensure a smooth transition of these assets, and to strengthen institutions to continue the sustained development of the region.
“This reflects the continued partnership needed for effective implementation of programs to ensure long-term impact,” said Co-Chair and Head of the Delegation for the European Commission, Pierre Philippe.
The Multi Donor Fund has extended its operation to 2012, and thus will continue to foster ongoing success of the rehabilitation and reconstruction efforts in the region. The Multi Donor Fund will forge strong ties with new partners as it presses forward in its mission to improve the lives of the people of Aceh and Nias.
Governor of Aceh, Irwandi Yusuf, as representative of the local government, stated that it is important for the local governments to continue the engagement with the international community to sustain the success of the recovery program. “Their role is critical, not only on the financing side, but also in improving governance and capacity, especially in operating and maintaining physical assets, as well as providing assistance in improving community livelihoods.
The Multi Donor Fund as of September 30, 2008 received pledges at a total value of US$ 692 million from 15 different donors and of that US $ 472 million has been received. US $ 515 million have been allocated to 18 projects.During the last year, the Steering Committee committed an additional US $ 99 million for the funding of five new project proposals, and a further US $ 14 million as additional funds to four ongoing projects. The BRR has committed to contribute US $ 236 million in co-financing for four projects in the Multi Donor Fund portfolio. A total of US $ 334 million (65% of allocated funds) have been disbursed to the 18 projects implemented by the MDF. After September 30, the MDF has committed US $ 3.9 million to the Nias Island Transition Project and an additional US $ 15 million to Phase 3 of the Tsunami Recovery Waste Management Programme. Thus the remaining unallocated funds have been reduced from US $ 57 million to US $ 38 million.
“Timely allocation of the remaining MDF funds is imperative to ensure that projects can be implemented for a full three year period and completed by the extended MDF closing date in 2012,” said MDF Manager, Shamima Khan. “Our challenge is that with these time constraints, all MDF projects will need to make extra efforts to ensure that the necessary mechanisms, knowledge and skills are in place to ensure sustainability of the investments made in Aceh and Nias.”
The Multi Donor Fund for Aceh and Nias consists of donor countries and international agencies: the European Commission, the Netherlands, United Kingdom, Canada, World Bank, Sweden, Denmark, Norway, Germany, Belgium, Finland, Asia Development Bank (ADB), United States, New Zealand and Ireland. Momis reminds students in China of responsibilities

PAPUA New Guinea students studying in China are indispensable to the country’s development, according to PNG Ambassador to China John Momis.“You are indispensable to PNG’s development and cannot be replaced,” Mr Momis told the students during a Christmas gathering at his residence in Beijing, China.Also in attendance were embassy staff and their spouses.Mr Momis also thanked the PNG students for being good ambassadors while studying and at promoting PNG.“Students, your very presence in the universities you are studying flies the flag of PNG. “It makes a significant contribution to China in cooperation and collaboration to improve the world we are living in today,” Mr Momis said.He encouraged the students that what they were doing in China would contribute towards building a better world. He also thanked embassy staff for their loyalty and commitment when the embassy was understaffed.“In a small way, what we have experienced is the cooperation and collaboration to bringing about what the world is about and this is also what celebrating Christmas is about.”He said celebrating Christmas was about respecting human dignity. PNG student Albert Tobby, representing PNG students in China, thanked Mr Momis and his wife for hosting the Christmas get-together.
